In WordPress Dashboard go to Appearance submenu and click on Customize.
After clicking on customize you will in theme Customizer.

In BG Here you will change Feature Background Image.
Go to Customize -> Frontpage Sections -> Feature Section -> BG Image
You have to use Feature Background Image Size 1920Px X 516Px
