In WordPress Dashboard go to Appearance Customize and click on Page Template Sections.
After clicking on Page template Sections you will in theme page template Sections.
Here you have to click on the 404 page then
you will manage the title & image setup on the 404 page
Go To Appearance -> Customize -Page Template Sections – 404 page
