In WordPress Dashboard go to Appearance submenu and click on Customize.
After clicking on customize the theme Customizer page will appear .
Here You have to follow this Path : Go to Customize -> Sections Reorder
Now here you can manage your Sections according to you. First you need to Enable the Eye Icon and then you can arrange all the sections according to your need by dragging them either Upwards or Downwards.
Then click on Publish.
