In WordPress Dashboard go to Appearance submenu and click on Customize.
After clicking on customize the theme Customizer page will appear .
Here You have to follow this Path : Go to Customize -> General -> Pre-Loader
Now after reaching to this Page you can manage if you want to Display Pre-Loader or not by clicking on Checkbox.
Then click on Publish.
